Explosive Trace Detection (ETD) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672ETD001
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add desktop Explosive Trace Detection systems to its Qualified Products List. This initiative seeks Original Equipment Manufacturers that can provide systems meeting TSA Detection Standards 5.0, 6.2, or 6.3 and the Functional Requirements Document Version 2.0. The process is designed to ensure that technology used by Transportation Security Officers to screen passengers and baggage is effective and secure. Successful applicants must undergo a multi-step evaluation involving the submission of Certification Data Packages and Qualification Data Packages, followed by rigorous testing at the Transportation Security Laboratory and various field sites. Participation requires strict adherence to security protocols, including vetting for Secret level security clearances and the execution of non-disclosure agreements via TSA Form 2815 and DHS Form 11000-6 for access to Sensitive Security Information. Technical requirements include compliance with IT security standards, STIX compatibility, and the Buy American Act. While the QPL remains open until closed by the agency, specific milestones are mandated, such as the submission of Certification Data Packages by April 30, 2027. It is explicitly noted that successful qualification and placement on the list do not guarantee a contract award, as procurement decisions are made based on emerging requirements through competition or sole source justification.

Advanced Imaging Technology (AIT) Qualified Product List (QPL)
Solicitation # 70T04026QPL7672AIT001
The Transportation Security Administration is establishing a Qualification Process for an Advanced Imaging Technology (AIT) Qualified Products List (QPL) under solicitation 70T04026QPL7672AIT001. This initiative, conducted in accordance with FAR 9.202, seeks to identify and certify AIT systems for use at screening checkpoints. The process is divided into three functional categories: Track 0 for Dynamic Motion Systems, Track 1 for Static Motion Systems, and Track 2 for Flexible Detection Systems. To be eligible, applicants must be Original Equipment Manufacturers (OEMs) and demonstrate that their products meet the technical and operational standards defined in the Functional Requirements Document (FRD) and the Qualification Management Plan (QMP). The qualification process is a multi-step sequence requiring the submission and approval of a Vendor Data Package (VDP) and a comprehensive Qualification Data Package (QDP). Systems must undergo rigorous Qualification Testing (QT), a Cooperative Vulnerability Penetration Assessment (CVPA) for cybersecurity, and an Independent Operational Test and Evaluation (IOT&E). Final placement on the QPL requires a satisfactory finding from the Independent Test Agent and approval from the Component Acquisition Executive. While listing on the QPL does not guarantee a contract award, it is a mandatory prerequisite for future procurement consideration. Strict security and compliance protocols are in effect, requiring all participating employees to sign TSA Form 2815 for access to Sensitive Security Information (SSI) and adhere to 49 CFR Part 1520. All submitted systems must comply with the Buy American Act and applicable Trade Agreements. The process is managed through a series of amendments, with the most recent update, Amendment 0004, refining the QPL announcement and submission requirements.

Bottle Liquid Scanner (BLS) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672BLS001
The Transportation Security Administration is establishing a qualification process to add vendors to the Bottle Liquid Scanner (BLS) Qualified Products List (QPL) under FAR 9.202. This initiative aims to increase competition for future procurements by identifying systems capable of detecting hazardous and prohibited substances in liquids, aerosols, and gels within sealed containers. To be listed, applicants must successfully complete a multi-step process including the submission of Certification Data Packages (CDP) and Qualification Data Packages (QDP), provide at least six production representative systems for testing, and adhere to the BLS Functional Requirements Document v2.95 and relevant detection standards. The qualification process involves rigorous testing, including system certification, integration testing, and Initial Operational Test and Evaluation. Applicants must comply with strict security protocols, requiring the execution of TSA Form 2815 Non-Disclosure Agreements for access to Sensitive Security Information and adherence to cybersecurity vulnerability assessments. All submitted systems must also comply with the Buy American Act and applicable Trade Agreements. While the QPL remains open until closed by the TSA, placement on the list does not guarantee a contract award, and the government will not reimburse costs associated with the qualification process.
