The Transportation Security Administration (TSA) is conducting market research for its Horizon 25 Strategy to transition from reactive processes to proactive, data-driven operations. This effort focuses on two primary engagement areas: OrchestrateSI and TalentSI. OrchestrateSI aims to create a unified architecture for predictive operational management, including workforce optimization, checkpoint visualization via digital twins for bottleneck detection, and real-time airport queue intelligence. TalentSI focuses on automating the applicant journey from job announcement to entry on duty, specifically improving medical pre-screening and drug testing workflows. TSA is seeking agile and scalable solutions from both traditional and non-traditional partners. Future solicitations are expected to utilize challenge-based acquisition practices that prioritize outcomes over prescriptive requirements, with evaluations focusing on the understanding of the challenge, scalability, speed of deployment, and total cost of ownership. All solutions must adhere to strict federal security and privacy standards, including Section 508 and WCAG 2.1 Level AA accessibility compliance, privacy-by-design principles, and the use of TSA-approved hosting environments. An Industry Day event is scheduled for October 20, 2026, at TSA Headquarters in Springfield, Virginia, with a virtual option available. Interested industry partners must RSVP by October 16, 2026, to Horizon25.Industry@tsa.dhs.gov. This notice is for planning purposes only and does not constitute a formal solicitation or a commitment of government funds.

AIR CARGO DETECTION INNOVATION AND DEMONSTRATION BROAD AGENCY ANNOUNCEMENT
Solicitation # 70T04026BAA7573ACD
The Transportation Security Administration (TSA) has issued Broad Agency Announcement 70T04026BAA7573ACD to identify and demonstrate innovative air cargo detection, screening, mitigation, and resilience capabilities. The agency is seeking technologies, software, and algorithms that can improve security effectiveness and operational efficiency within TSA-regulated, industry-operated air cargo environments. To be considered, proposed solutions must be standalone and non-network-based due to operational and legal restrictions regarding sensitive database connectivity. The primary goal is to generate objective, measurable evidence through demonstrations in controlled or live environments to inform future acquisition strategies and policy decisions. Interested vendors must submit a white paper in one of three formats: a five-page document, a ten-slide deck, or a seven-minute video with a transcript. Submissions must include detailed company information, a solution description, technical specifications, a Rough Order of Magnitude for demonstration costs, and a transition plan. There are three submission windows ending on January 15, 2027, May 15, 2027, and October 29, 2027, with all materials sent via email to the TSA Innovation Office. Evaluation is based on demonstration feasibility, evaluation quality, vendor capability, cost reasonableness, and transition potential. Selected vendors must provide a system for pre-demonstration assessment within 90 days of selection. The final procurement instrument may include bailment agreements, other transaction agreements, or memorandums of agreement.

Explosive Trace Detection (ETD) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672ETD001
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add vendors to the Explosive Trace Detection Qualified Products List. This solicitation seeks Certification Data Packages or Qualification Data Packages from Original Equipment Manufacturers to qualify systems for TSA use. To be eligible, systems must meet specific TSA Detection Standards, adhere to the ETD Functional Requirements Document Version 2.0, and comply with applicable IT security and STIX compatibility requirements. The process is highly competitive and resource-limited, with TSA funding for qualification testing restricted to the first five applicants whose data packages are accepted. The qualification journey involves a multi-step evaluation of system requirements, architecture, cybersecurity documentation, and life cycle support. Successful applicants must enter into a no-cost bailment agreement and deliver systems to the Transportation Security Laboratory and other designated field sites for testing. Due to the sensitive nature of the technology, all participating personnel must undergo vetting and execute non-disclosure agreements, specifically TSA Form 2815 and DHS Form 11000-6, to access Sensitive Security Information. While inclusion on the list identifies a product as qualified for TSA use, it does not guarantee a future contract award.
