AI Contract Overview

The contract requires the successful Respondent to provide and maintain custom, nonstandard height compactors, containers, and bins for managing solid waste, organic waste, and recyclables at the Indianapolis Airport. The scope includes waste collection, recycling, and documentation of all disposed and recycled materials. Historically, in 2018, over 2,200 tons of waste and recyclables were collected through approximately 480 hauls, with an expected increase in recyclables during the contract period. The facility layout involves terminal concourses with trash chutes leading directly to compactors, and designated chute areas for trash and recyclables, requiring the Respondent to design mechanisms for efficient loading. The dock area currently houses four compactors and will require the provision of thirteen compactors and three hydraulic cart tippers, with options to purchase existing equipment and platforms from the current owner at specified prices. Ancillary buildings across the airport, including emergency and maintenance facilities, will also require waste and recycling services, with the possibility of additions or deletions to the service list at the IAA’s discretion. Additionally, the Respondent must implement terminal improvements such as installing metal runners and steel chute extensions to protect infrastructure and facilitate waste handling, all at no extra cost to the IAA. The contract emphasizes compliance with safety standards to prevent debris from entering airfield areas and mandates that existing improvements be maintained or transferred to the new contractor.

One (1) chute in each trash room will be designated for trash and the other chute will be designated for recyclables. The successful Respondent will be expected to design and fabricate mechanisms approved by the IAA to facilitate loading the compactors directly from the airside ramp at all positions.Terminal Dock: Landside trash and recyclables will be transported to the dock for disposal. There are four (4) garage doors on this elevated level leading directly to an open area below, to accommodate up to four (4) compactors. The IAA currently has two (2) compactors in the dock area dedicated to trash and two (2) for recyclables. As stated above, the successful Respondent will provide thirteen (13) compactors and three (3) hydraulic cart tippers. As an alternative, the existing equipment will be made available from the current owner for $212,500.00.The successful Respondent will be expected to design and fabricate a platform, approved by the IAA, which will provide a continuous surface to the disposal equipment. As an alternative, the existing platform will be made available from the current owner at $22,000.00.The successful Respondent will be expected to implement safeguards approved by the IAA to protect foreign objects and debris from entering the airfield, ramps and/or taxiways. Ancillary Buildings: The successful Respondent will be expected to provide front load or open top containers and hauling services for trash, organic waste and recyclables at the following off-site locations: Airport Operations Center/Emergency Operations Center (“AOC/EOC”), Firehouse #1 and Firehouse #2, Building #280 (3747 S High School Road), Building 2 (Airfield Maintenance), PARCS Building, Terminal Parking Garage, Deicing Control Buildings, and each of the IAA’s reliever airports. From time to time, and in its sole discretion, the IAA may elect to make additions or deletions to the list of those ancillary buildings served by the successful Respondent. Pricing for service provided to all ancillary buildings shall be in accordance with the pricing schedule set forth by the successful RespondentTerminal Improvements: The following improvements are required to support compactors, containers and bins required under this Agreement. The improvements shall be provided by the successful Respondent without additional cost to the IAA. If existing improvements are the property of the existing contractor, improvements may be maintained with documentation that ownership has been transferred to the Respondent.1. The successful Respondent shall leave in place the metal runners in all locations designated by the IAA in order to accommodate compactors and to prevent damage to the terminal building and concrete flooring. 2. The successful Respondent will attach steel chute extensions to those pre-existing chutes installed
