DLA Troop Support is preparing to issue a solicitation for a long-term, indefinite quantity contract with fixed pricing and an economic price adjustment provision for the Tray Ration Heater System (TRHS) and related equipment. The anticipated solicitation issue date is mid-December 2016, with a tentative closing date in mid-January 2017. This procurement will follow negotiated procedures under FAR Part 15 and include a clause allowing the government to add or delete items related to the TRHS, such as the Single Pallet Expeditionary Kitchen (SPEK), which is a rapidly deployable field kitchen system. The contract is unrestricted and focuses on seventy-six sole-source National Stock Numbers (NSNs) for TRHS and associated components, all manufactured solely by Babington Technology, the original developer and licensed holder of the proprietary data for these systems. The TRHS is a fully mobile heating system designed to prepare hot meals in remote or mobile feeding situations, capable of supporting up to 250 personnel simultaneously, or 500 meals per ration day. The SPEK includes the TRHS along with a temper tent and field sanitation sink to meet Air Force requirements for remote field kitchens. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) approach, with potential award of a one-year base period plus two one-year options. Delivery terms and requirements will be specified in the solicitation, which anticipates customer direct delivery and possible accelerated delivery requests. Prospective contractors must have Electronic Data Interchange (EDI) capabilities, and inquiries should be directed to the contracting officers listed. The solicitation and related documents will be available through the DLA DIBBS system, with detailed registration instructions provided for interested vendors.
