Combined Synopsis/Solicitation The Internal Revenue Service (IRS) on behalf of the Department of the Treasury intends to issue a firm-fixed price delivery order for the brand name software license maintenance renewal of Treasury's Oracle software licenses in accordance with FAR 13.5 procedures. This is a combined synopsis/solicitation. No other solicitation will be issued. See the attached Statement of Work for the required maintenance and quantities. Brand Name Rationale: "This is a brand name requirement with multiple resellers for Oracle Software Maintenance for existing Department of the Treasury licenses. The Oracle licenses are currently used by Treasury Departmental Offices (DO) and are imbedded in its current IT infrastructure. Treasury DO will expects to continue to use the Oracle products and needs maintenance for said software products. This requirement will provide continual maintenance support for the oracle products until September 30, 2014. Only brand name Oracle software maintenance will be able to provide patches, upgrades, updates, etc...No other vendor's software maintenance would be compatible with the existing license." Only brand name products will be considered. "Equal" or comparable products will not be considered. If an Offeror submits a proposal with a comparable product the vendor will not be considered for award. The Offeror shall be an authorized reseller or OEM of Oracle software maintenance. Offerors are requested to provide a pricing discount. The period of performance is for 10/01/2013-09/30/2014. The award will be made Subject to the Availability of Funds in accordance with FAR 52.232-18. Responsible sources who believe they can provide the required products shall submit a completed proposal by 12 pm ET on Wednesday, November 6, 2013 to Rodney Johnson at Rodney.Johnson2@irs.gov. Telephone inquiries will be considered non-responsive. The award will be made to the vendor that meets the Government's requirements and has the lowest total price.
