Canals Clearing, Sabine NWR, Hackberry, LAThe U.S. Fish and Wildlife Service is seeking quotes for canal clearing services at Sabine National Wildlife Refuge in Hackberry, Louisiana, under solicitation 140FS326R0011, which is structured as a combined synopsis and solicitation issued under FAR Parts 12 and 13 as a 100% Small Business Set-Aside. The performance period spans one year from September 15, 2026, to September 15, 2027, and the NAICS code 115310 applies with a small business size standard of $34 million in annual receipts. All offerors must be actively registered in SAM.gov and must also register with the Treasury’s Invoice Processing Platform (IPP) to receive payment; invoices are processed only after the end of the month in which services are rendered and advance payments are prohibited. Site inspection is mandatory prior to submitting a quote, and potential offerors must coordinate visits with Sami Gray at the refuge. Questions regarding the solicitation must be submitted in writing via email to Fred Riley, the Contract Specialist, no later than August 3, 2026, with precise subject line formatting, and all quotes must be emailed to the same address by 2:00 PM EDT on August 5, 2026, with the correct subject line and all mandatory attachments completed. Required responses include the Performance Work Statement, Quote Schedule, SCA Wage Determination, and Past Performance Questionnaire, with the latter requiring detailed workforce information, subcontractor disclosures, and certification of small business status and past contractual compliance. Evaluation will not be based solely on price; instead, the government will conduct a subjective best-value tradeoff assessment considering technical approach, past experience, and price, allowing for award to a higher-priced but superior offeror. No contract options, security clearance requirements, or specific packaging or labeling standards are included, and all contract terms rely on FAR clauses in effect as of March 13, 2026, with additional terms attached to the solicitation. Submission without any required document results in a non-responsive offer and disqualification.
