Tree Trimming Maintenance

Frederick County, Maryland, through its Department of Highway Operations, has issued Invitation for Bid #27-210 for tree trimming maintenance services. The contract aims to maintain a road system of approximately 1,412 center lane miles by addressing overhanging limbs, sight distance issues at intersections, and the removal of dead trees. The scope of work includes pruning and trimming to specific crown elevation standards—15 feet for primary roads, 12 feet for secondary roads, and 9 feet for sidewalks—as well as tree and stump removal and emergency response services. The contractor must be able to deploy a minimum three-person crew within 90 minutes of notice for storm damage or declared emergencies. The contract is set for a five-year term commencing on or about February 29, 2027, with an option for four additional one-year renewals at the County's discretion. Qualified bidders must demonstrate at least five years of experience in tree trimming, removal, and planting services. Mandatory requirements include possessing a Maryland Roadside Tree Care Expert License, having an ISA-certified arborist, and employing onsite personnel including a Maryland-licensed Tree Care Expert and a climbing employee. Additionally, crewmembers performing flagging must be ATSSA Certified Flaggers, and the working foreman must be fluent in English. Contractors must also provide an aerial bucket truck with a minimum 70-foot reach. Submissions are due via the OpenGov procurement portal by October 8, 2026, at 2:00 pm. Award selection is based on a price-driven process for responsible bidders, and all work must adhere to ANSI A300, ANSI Z133.1, OSHA, and MUTCD standards. Required insurance coverages include commercial general liability, auto liability, and workers' compensation, all meeting specific minimum limits and carrier rating standards.
