Additionally, the venue must provide one general session room for four days, ten breakout rooms for three days, and a hospitality room for the full duration of the event. Morning and afternoon refreshment breaks are required on the days of sessions. All lodging rates must be at or below the federal per diem rate per night, and no sales taxes may be included in pricing, as the NLRB is a tax-exempt federal agency. The contractor must also comply with numerous federal clauses including those on contractor ethics, whistleblower rights, combating human trafficking, equal opportunity for veterans and individuals with disabilities, and prohibitions on racially discriminatory DEI activities. Noncompliance may result in contract termination or debarment. All contract administration, modifications, and payment approvals must be handled exclusively by the Contracting Officer; the Contracting Officer’s Representative may monitor performance but cannot alter terms.
