Trial Court - Region 3 - Chiller PM Service Contract

The Massachusetts Trial Court, Facilities Management and Capital Planning, is soliciting proposals for a service agreement to provide preventive maintenance and authorized repair services for chillers and associated HVAC equipment across ten Region 3 court facilities. The scope of work includes the maintenance of centrifugal chillers, cooling towers, chilled-water and condenser-water pumps, water separators, and related components, with specific equipment located at sites such as the Ruane, Lawrence, Newburyport, and Essex Probate courts. All services must be performed in accordance with original equipment manufacturer manuals and applicable codes, including the National Electrical Code. The contract term is for three years, with the possibility of two optional one-year renewals. Proposals are due by September 24, 2026, and must be submitted via Commbuys. Bidders are required to provide a detailed service approach, staffing plan, three business references, and a bid deposit equal to five percent of the total bid amount. Pricing must be submitted using the General Bid Form and Supplemental Bid Form A, incorporating prevailing wage labor rates for regular and overtime work. The selected contractor must provide performance and payment bonds totaling one hundred percent of the contract sum and ensure technicians are EPA Section 608 certified. Administration of the contract will follow the Commonwealth of Massachusetts Standard Contract Form and standard terms and conditions, with payments processed through the Comptroller's payment system.
