SEC - Trial Graphics Support Services SECHQ1-14-Q-TGSS Notice of Intent The U.S. Securities and Exchange Commission (SEC), Washington, DC intends to award a sole source contract to the Visual Evidence Corporation for the capability to procure trial graphics support services for the SEC Headquarters (HQ) and Regional Office staff. The contractor shall provide graphic design and visual presentation support services such as: (1) Coordination with legal team, litigation specialists and expert witnesses on graphics, exhibits and demonstratives, (2) Graphics consulting, to develop effective graphic and demonstrative exhibits, animations and simulations, for courtroom or other use, and (3) Graphics services, including creation of specialized, interactive packages designed specifically for the rapid retrieval of case specific evidence and authored to create an efficient and seamless tool for use in the courtroom. Each package, created through commercially-available software to allow for in-house editing, should consist of hyperlinked components and allow the presenter to access any information, regardless of format or volume, at any time using custom designed interface screens. Each program should be designed to be intuitive allowing the presenter to access the data without the need for a trained multimedia operator. The period of performance will be for one year (base year) with four one (1) year option periods. The anticipated award date is June 2, 2014. Visual Evidence Corporation is the only known source that has been identified as capable of fulfilling the Government's requirement. The contractor have creatively repurposed a commercially-available desktop publishing software in order to create interactive timelines that can be edited in-house and packages numerous trial component into one unit. The contract action is for services for which the Government intends to solicit and negotiate with only a sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation will be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
