The 48th Contracting Squadron at Royal Air Force (RAF) Lakenheath, United Kingdom, seeks feedback and sources from companies capable of providing mobile phone services (to include mobile devices and data plans/sim cards) for the Tri Base Area (RAF Lakenhath, Mildenhall, and Feltwell).

Background: The Government requires mobile telephone services in support of the United States Visiting Forces (USVF). The contractor shall provide mobile telephones services for USVF stationed in the Tri- base area, United Kingdom of Great Britain and Northern Ireland. The USVF anticipates ~750 mobile phone service packages for official purposes between Royal Air Force Mildenhall (RAFM) and Royal Air Force Lakenheath (RAFL). The USVF will utilize mobile service packages from a selection of numerous different service packages based upon their individual circumstances on month-to-month rolling basis. The service packages will be available for purchase on an established ordering system, with multiple different government purchase card holders authorized to purchase from the ordering system established IAW the provided ordering guide at time of award.

Industry Questions:

  1. An issue the government is currently facing is frequent dead zone and inconsistent coverage on and around installations. A solution posed was the inclusion of technology to allow handsets to directly connect to satellites outside terrestrial coverage. Is this a solution that your company could provide and how effective might this solution be in solving the government’s issue?
  2. Are there any other solutions that your company could provide to fix connectivity and coverage issues? If so, please provide those in response to this RFI.

Response Guidelines: This is a Request for Information (RFI) for market research and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP) or Request for Quote (RFQ). No contract will be awarded from this announcement.

The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ or RFP, if any is issued. Please submit responses electronically to the designated points of contact by the specified response date.

RFI-171-260000000020-3 | OCTO Enhanced Cellular Systems RFI
Solicitation # 260000000020
The Michigan Department of Technology, Management and Budget, through the Office of the Chief Technology Officer, issued Request for Information 260000000020 to gather industry insights on Enhanced Cellular Solutions. The state is seeking supplier-managed, isolated, end-to-end systems capable of amplifying outdoor cellular signals from AT&T, T-Mobile, and Verizon within state-used buildings. A critical requirement is that these solutions must strengthen indoor coverage without interfacing with, relying on, or impacting the existing DTMB-managed network infrastructure. This effort is strictly for information gathering regarding technical capabilities, implementation strategies, and cost models; it is not a formal solicitation and will not result in a contract award. Interested vendors must submit their responses via the SIGMA VSS portal by November 12, 2026. Submissions must include a completed Vendor Questions Worksheet in a modifiable format, a separate price response, and a mandatory Confidential Treatment Form. If confidential treatment is requested, vendors must provide a redacted Public Copy and detailed legal justifications for each piece of proprietary information. The state is specifically evaluating technical security, compliance, deployment strategies, and various cost structures, including one-time installation and recurring subscription fees. There is currently no incumbent vendor for this solution.

The Tri-Base Area Construction Basic Ordering Agreement (BOA), solicitation FA558724R00070004, is a negotiated instrument between the United States Air Force and qualified contractors to provide a broad range of construction, renovation, alteration, and modernization services. The work is performed at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in the United Kingdom. This agreement functions as a foundational understanding that allows the government to issue individual task orders for specific projects, with order values ranging from a minimum of 2,000 USD to a maximum of 10,000,000 USD per order. All task orders are priced and paid in British Pound Sterling (GBP) on a firm-fixed-price basis. The current term of the agreement extends through April 27, 2029. To qualify for the BOA, contractors must pass mandatory gates, including active SAM registration and valid licensing under the UK Construction Industry Scheme (CIS). Qualified contractors are placed into pools based on past performance, specifically requiring the completion of at least three separate construction contracts valued over 250,000 GBP each on an RAF base. Future task orders are awarded competitively based on either the lowest priced offer or the lowest priced technically acceptable proposal.
