AI Contract Overview

The Defense Health Agency (DHA) manages the TRICARE Overseas Program (TOP), which provides access to health care services for approximately 380,000 TRICARE-eligible beneficiaries living outside the United States and the District of Columbia. Due to limited capacity at overseas Military Treatment Facilities (MTFs) and the presence of beneficiaries in remote locations without MTF access, the DHA supplements care through purchased health services under the TOP contract. This contract encompasses a broad range of administrative and clinical support services such as provider network development, referral management, eligibility verification, medevacs, medical record translation, claims processing, customer service, and beneficiary education to ensure comprehensive health care delivery overseas. The DHA is planning a new single-award, mostly fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract that includes a 1-year base period for transition and up to seven 1-year option periods, with a possible 6-month extension, allowing for a total duration of up to 8.5 years. This notice invites potential offerors to request historical TOP data for planning purposes ahead of a future solicitation, which is not yet issued. Access to this data requires a formal request with signed non-disclosure and HIPAA Business Associate Agreements, along with company identification details. The data provided, including sensitive Protected Health Information, will be securely distributed to U.S.-based offerors only. All communications and data requests are coordinated through designated DHA contracting personnel, and any future solicitation will be posted publicly, with source selection conducted per Federal Acquisition Regulation guidelines.

Full Description

The Defense Health Agency (DHA) is a joint, integrated DoD Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS. The DHA supports the MHS in its mission to provide health care services to active duty and retired service members, their family members, survivors, and other eligible beneficiaries through the TRICARE Overseas Program. Approximately 380,000 TRICARE-eligible beneficiaries reside outside the 50 United States and the District of Columbia. These beneficiaries generally receive health care services in overseas Military Treatment Facilities (MTFs). However, the demand for services typically exceeds the capability and capacity of the MTFs. Additionally; many TRICARE-eligible beneficiaries reside in remote overseas locations where MTF care is not available. To supplement the capability and capacity of overseas MTFs, and to provide health care to eligible beneficiaries in remote overseas locations, DoD purchases the care (and related health care services) via the TRICARE Overseas Program contract. The TOP contract incorporates a wide range of administrative health care support services for TRICARE-eligible beneficiaries who reside outside the 50 United States and the District of Columbia. These health care support services include the development of purchased care provider networks, referral management activities, TRICARE eligibility verification and enrollment, medically necessary evacuations (medevacs), medical record translation services, medical management services, customer service/call center activities, beneficiary and provider education and marketing, and claims processing and coding. These health care support services are necessary to supplement the health care capabilities and capacities (i.e., primary and specialty care) of overseas MTFs to ensure that eligible beneficiaries have access to the full range of TRICARE benefits. The DHA is contemplating a new single award, predominately fixed-price, indefinite delivery/indefinite quantity (IDIQ) TOP services contract. The DHA anticipates that the contract will include a 1-year base period for transition-in and seven 1-year option periods for health care delivery, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total allowable period of performance of 8 years and 6 months. The purpose of this notice is to provide potential offerors with the opportunity to request historical TOP information prior to release of the TOP solicitation. This notice is solely for information and planning purposes only and is NOT a solicitation. Available data include aeromedical evacuations, customer service, enrollment, translation, referrals, medical capability reports, dental claims, and detailed medical claims. The data reports provided may include some data that are considered Protected Health Information (PHI) and must be safeguarded accordingly. This data is designated "Controlled Unclassified Information (CUI)" pursuant to DoD Manual 5200.01, DoD Information Security Program, which must be safeguarded from unauthorized disclosure. For that reason, DHA will only provide the data to potential offerors who submit a request for the data. The data reports are in Microsoft Excel format except for the detailed medical claims data report. The detailed medical claims report is in a comma delimited text file format. The list of data files and additional instructions for the detailed medical claims report are included in two separate documents attached to this notice, titled Attachment 1, List of Data Files, and Attachment 2, Detailed Medical Claims Data Fields. There are four attachments to this notice. Offerors are highly encouraged to review these attachments prior to submitting their request for data. Any firm requesting data must be a potential offeror. An offeror is defined in FAR 2.1 as an "offeror or bidder." Any potential offeror who requests this data shall sign and return the following two documents attached to this notice: a. Attachment 3, Non-Disclosure Agreement. b. Attachment 4, HIPAA Business Associate Agreement, Privacy and Security of Protected Health Information. To request the TOP data, potential offerors shall email their signed Non-Disclosure Agreement and signed HIPAA Business Associate Agreement, with its website address, Commercial And Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS) number. If a potential offeror does not have either a CAGE code or DUNS number, please state this in your e-mail. The potential offeror will also provide the name, address and telephone number of the company's point of contact to: Mr. Matt Anderson, Contract Specialist, at matthew.l.anderson18.civ@mail.mil, with a courtesy copy to Ms. Margaret Zancanella, Contracting Officer, margaret.a.zancanella.civ@mail.mil. Please include the following in the email subject line: "TOP 21 Data Request." After DHA receives a complete and compliant request, DHA will confirm the requester is a potential offeror for the TOP 21 requirement. DHA, at its sole discretion, will determine if a requester is a potential offeror. If DHA determines the firm is a potential offeror, DHA will send CD-ROMs with the reports listed in Attachment 1 via overnight mail to U.S. addresses only free of charge to the potential offeror's POC. If DHA determines a requester is not a potential offeror, DHA will notify the requester that DHA will not provide the data. DHA is NOT issuing a solicitation at this time, and this notice shall not be construed as DHA's commitment to issue a solicitation nor does it restrict DHA to a particular acquisition approach. Interested firms shall NOT send proposals in response to this Notice, nor shall they contact any other individuals about this Notice or the TOP requirement. If DHA issues a solicitation, DHA will conduct any source selection in accordance with the Federal Acquisition Regulation (FAR) 15, as supplemented, at Contract Operations-Aurora (CO-A), in Aurora, Colorado. DHA estimates it may issue a formal solicitation later in spring 2019 on the Federal Business Opportunities (fbo.gov) website. Any future information on this acquisition will be posted on www.fbo.gov. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes.
