The City of Hayward is soliciting bids for the removal of trip hazards on raised sidewalks under solicitation number 26-048, with a response deadline of May 27, 2026. This procurement, managed by the City’s Engineering Department, targets the repair and restoration of pedestrian walkways across the city’s 61-square-mile area to ensure public safety and compliance with accessibility standards. The contract falls under NAICS code 237310, indicating it is a public infrastructure construction project. The scope of work includes the excavation, removal, and disposal of damaged sidewalk segments and the installation of new, level surfaces to eliminate tripping risks. While the exact list of locations is not specified in the provided materials, the City maintains numerous public rights-of-way including medians and sidewalks along Jackson, Foothill, Mission, Harder, Tennyson, Industrial Parkway, Hesperian, A Street, D Street, Winton, and Orchard Roundabout, all of which may be impacted. The estimated contract value is $60,000, consisting of a $50,000 allowance for extra work and a $10,000 expedited premium, with all other line items such as topsoil, seeding, mulch, and sodding listed with quantities but no unit pricing, leaving the base work cost undefined. Work must comply with Illinois Department of Transportation standards for road and bridge construction, despite the project being in California, suggesting potential document cross-contamination from a similar Naperville solicitation. The City requires electronic submissions via OpenGov, mandates insurance coverage including commercial general liability, workers’ compensation, and automobile liability with the City named as additional insured, and enforces strict safety protocols including OSHA compliance, hazardous materials management, and pre-notification for subcontracting. Contractors must submit a cover letter, three professional references, proof of a valid Hayward business license, and complete certification forms regarding equal employment opportunity, affirmative action, and nondiscrimination under Executive Order 11246 and local municipal code. The City retains the right to audit records and inspect all work, with acceptance being conclusive except in cases of fraud, latent defects, or gross error. No formal contract type is specified, but the award is expected to go to the lowest responsive and responsible bidder under a lowest price technically acceptable framework. No options for future years are included in this specific solicitation, and all work must be completed under strict performance timelines with no formal FOB terms defined.

Public Safety Center - Market Sounding Survey
Solicitation # 27-007
The City of Hayward is conducting a Market Sounding Survey via Request for Information 27-007 to gather industry feedback on the feasibility and delivery structure of a proposed Public Safety Center. Conceptual designs suggest a total building size of 98,712 square feet, with the CANG site recommended over the City Center site due to budget and parking advantages. Estimated project costs range from 247 million dollars for the CANG site to 352 million dollars for the City Center site. The City is specifically exploring a public-private partnership delivery method and requires responses from interested firms by November 13, 2026. Submissions must be made electronically through the OpenGov portal and should include a firm profile, risk assessments, and key personnel resumes. Compliance requirements include adherence to ADA upgrades, DIR registration for prevailing wage projects, and certifications regarding nondiscriminatory affirmative action and non-involvement in nuclear weapons development.
