Triple Point Water Maintenance System

The U.S. Air Force Meterology Calibration (AFMETCAL) at Heath, Ohio, intends to award a single-source Firm Fixed Price contract for one unit of the Isotech ITL-M-18233 Triple Point Water Maintenance System, the only device compatible with the Air Force’s existing Jarrett A11 triple point of water cells and associated calibration hardware. This acquisition follows the Revolutionary FAR Overhaul Part 12 for commercial products and services and is necessitated by the system’s critical role in maintaining high-accuracy Standard Platinum Resistance Thermometer calibrations with a stability of ±0.002°C or better over 24 hours at 0.01°C. The system must support four Jarrett A11 cells simultaneously, preserve the ice mantle for at least six weeks without intervention, and meet strict electrical safety standards compliant with UL or ANSI specifications. All equipment must be directly traceable to NIST or AFMETCAL-approved sources for first-echelon certification and must be clearly labeled with the manufacturer’s name, model number, and serial number according to Item Identification and Valuation requirements. The contractor is required to deliver the system to Heath, Ohio, with comprehensive documentation including user and service manuals on CD/DVD-ROM in Indexed Portable Document Format, along with a minimum one-year warranty from the date of delivery. Equipment must be designed to withstand shipping, storage, installation, and operational conditions, with safety and operational hazard information clearly identified in accompanying documentation, including mitigation through warnings, safety devices, or special procedures. While no competitive solicitation is being issued, responsible sources may submit capability statements, proposals, or quotations with verifiable evidence of their ability to furnish the exact ITL-M-18233 system within 15 days of the notice publication.
