Truleaf Inc. Initial Study/Negative Declaration

Truleaf Inc. is developing a commercial cannabis cultivation, distribution, and non-volatile manufacturing business located at 4622 Glass Court in Modesto, Stanislaus County, California. The project utilizes an existing 20,400 square foot warehouse on a 1.28-acre parcel within a Planned Industrial zoning district. The facility features a 7,957 square foot indoor cultivation area with 4,900 square feet of canopy, including a dedicated 390 square foot veg room. The warehouse is designed to house grow rooms, processing and drying areas, packaging, storage, administration, and employee break rooms to support the planting, harvesting, curing, and wholesale distribution of cannabis. The project is overseen by the California Department of Cannabis Control and has undergone an environmental review process. An Initial Study and Negative Declaration, prepared by Montrose Environmental Solutions, Inc., concluded that the project would have no significant environmental impact, leading to the adoption of a Negative Declaration under the California Environmental Quality Act. Operational activities are scheduled for 2026, with construction having started on January 1, 2025. Logistics include approximately two to three truck trips per day for distribution between 6:00 a.m. and 4:30 p.m. The operation must adhere to strict packaging and labeling standards, including the use of airtight containers and compliance with Business and Professions Code section 26120 and Department of Cannabis Control regulations.
