Trusted Partner Program Coming Soon - Update

The Trusted Partner Program (TPP), under solicitation W911NF-26-R-A009, is a quick-reaction contracting vehicle designed to facilitate rapid Research, Development, Technology, and Evaluation (RDT&E) between the U.S. Army, Joint Warfighter partners, and external academic or non-profit research institutions. The program focuses on sensitive projects across core technical fields including biology, material science, electronics, chemistry, information sciences, and physics, as well as interdisciplinary areas such as applied AI, quantum battlefield dominance, and hypersonics. The government intends to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with a base ordering period of five years and a potential five-year extension. Each awardee will have a total contract ceiling of 400 million dollars. The solicitation is currently on hold pending a review of Army priorities, which may lead to updates in the final Request for Proposals (RFP). Eligibility is restricted to institutes of higher education and non-profit research institutions, requiring CMMC Program Level 2 certification and the ability to handle various security classifications, ranging from Controlled Unclassified Information (CUI+) to Top Secret and Special Access Programs (SAP). Awards will be based on a best-value trade-off process, with technical capability being the most important factor, followed by management, past performance, small business participation, and cost. Proposals must include a specific technical expertise matrix and a video pitch demonstrating secure facilities. All invoicing and payments will be processed through the Wide Area WorkFlow (WAWF) system.
