The Office of Technical Security Engineering (TSE) plays an essential role in advancing U.S. security by providing specialized network security, cybersecurity, technical surveillance countermeasures, construction security, and technical security training to DS professionals to protect U.S. personnel, facilities, and sensitive information against acts of crime, terrorism, and technical espionage.


The Training Directorate (DS/T) is responsible for the administration of the Bureau of Diplomatic Security's training mission. DS/T focuses on increasing efficiency & driving innovation using enhanced technology & expanded learning practices to provide greater training opportunities to our global security workforce.


The Office of Mobile Security Deployments (DS/T/MSD) is the Department’s on-call tactical operations, crisis preparedness, and contingency operations element.


Current operations are conducted at multiple sites within the National Capital Region (NCR). These cities include, but are not limited to, Dunn Loring, VA, Springfield, VA, Quantico, VA, Fort Washington, MD, and Washington, D.C.


DS/T/TSE, DS/T, and DS/T/MSD has a need for certified, experience Contractor support to enhance training and operational services. The Contractor shall provide anticipated services including, but not limiting to, the following activities:


  1. Management and administration services include staffing, regular reporting on task orders, coordinating contractual actions, cost/finance management, QC/QA initiatives, and risk management programs.
  2. Subject Matter Expertise services include fulfilling mission objectives, evaluating operations, training, threat mitigation, counterintelligence/counterterrorism assessments, threat research, and providing consultation and routine training.
  3. Administrative Support Services include procurement support, fleet management, courier services, property disposition, equipment and supply orders, facility maintenance, travel and lodging logistics, and administrative, executive, office management, and clerical support.
  4. Program Support services include expertise in technology planning and maintenance, logistical coordination, training curriculum development, instructional design, data management, technical writing, research, visual information support, employee training programs, and the development and deployment of distance learning and interactive courseware.
