Analysis of the Correctional Service of Canada (CSC) Workers’ Compensation Board (WCB) Claims, Costs, and recommendation for Reduction OptionsThe Correctional Service of Canada is seeking a contractor to conduct a comprehensive analysis of its Workers’ Compensation Board claims, associated costs, and operational practices, with the goal of identifying actionable strategies to reduce expenses while ensuring legal compliance and supporting employee health and recovery. The requirement stems from rising psychological injury claims, including PTSD, and prolonged absences among staff in federal correctional facilities across Canada, where employees face significant occupational hazards. The contractor must deliver a detailed assessment that includes benchmarking against comparable federal departments and public sector employers, analysis of jurisdictional WCB policies, prevention and case management options, resourcing models, and psychological injury management practices. The work must be completed remotely using a provided CSC laptop, with occasional in-person meetings at CSC National Headquarters in Ottawa. The contract spans one year from the award date and includes seven specific milestones tied to deliverables such as a project plan, current state diagnostics, jurisdictional benchmarking, draft recommendations, an implementation roadmap, a final integrated report with an executive deck, and knowledge transfer sessions. The solicitation is governed by the laws of Ontario and incorporates critical compliance requirements including anti-forced labor provisions and reciprocal procurement obligations under multiple international trade agreements, including CETA, CPTPP, CFTA, and others. Only Canadian suppliers and suppliers from designated trading partners are eligible, with no set-asides for Indigenous businesses. Security is a paramount concern: the contractor must hold a valid Designated Organization Screening, all personnel requiring access must possess RELIABILITY STATUS clearance, and no protected information or assets may be removed from designated sites. Insurance must be maintained throughout the contract term, with a Certificate of Insurance submitted within ten days of award. Financial submissions are structured as firm all-inclusive milestone payments, with applicable taxes paid separately by Canada, and invoicing is strictly tied to completed deliverables supported by release documentation. Proposals must be submitted in three sealed electronic sections—technical, financial, and certifications—and must meet mandatory technical thresholds, including a minimum 30-point score, to be considered. The award will go to the highest combined score of technical merit (60%) and price (40%), and the contractor assumes full liability for any damage caused. Continuous compliance with all certifications, security protocols, and contractual obligations is mandatory, and failure to meet any condition may result in default. All bids must be submitted by the deadline of 14 May 2026 at 14:00 EST to the designated email address, and the contracting authority is Nassima Aliouat of the Correctional

The organization must balance alignment with TBS direction while addressing CER‑specific operational priorities. The contractor will provide advisory services to CER management and act as the chief employer negotiator on behalf of the CER in negotiations with PIPSC for a new collective agreement. The contractor will deliver expert advice and consulting services on all aspects of collective bargaining, including negotiation strategy, mandate development, dispute resolution, and representation of the CER throughout the bargaining process.
