The City of Green Cove Springs is a Florida municipality providing a full range of services through multiple departments, including police, public works, finance, parks and recreation, development services, solid waste, electric, water, wastewater and stormwater utilities, and other municipal functions. The City's workforce consists of 129 full-time and 14 part-time employees to deliver all services. The City currently utilizes ADG, NeoGov, and Insight systems for certain HR and payroll functions. Historically, the Human Resources Department had grown from one full-time employee to three full-time and two part-time employees by fiscal year 2022-2023. The department currently consists of two full-time and one part-time employee. The City is exploring the option of further reducing HR staffing levels to one part-time employee supplemented by the utilization of an outside Human Resources Management Firm for certain limited functions as outlined in this Request for Proposals (RFP). This reduction in staffing will be further accomplished through a combination of moving from a partially self-insured health insurance model back to traditional fully insured, shifting certain current HR functions to Department Heads and the Finance Department, maximizing use of existing outside insurance brokers and service providers, and other organizational efficiencies. The remaining part-time HR employee would retain the following functions: Assist Department Heads with recruitment and job postings. Coordinate employee on-boarding. Load employee information including pay into the ADG Payroll module. Coordinate employee off-boarding. Provide reports to the HR Management Firm and City Manager as requested. Records maintenance and management. Assist Department Heads with the Employee Evaluation Program.
