The United States Government Publishing Office (GPO) is seeking proposals for Trusted Traveler
Program (TTP) printed sleeves and inserts as specified in Section C, to support the Government
Secure & Intelligent Documents (GSID) business unit of GPO customers. The products must be 
placed against the contract in accordance with the Materials Management Acquisition Regulation 
(MMAR). 
GPO anticipates award of a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with FirmFixed-Price (FFP) Delivery Orders, for commercial items under MMAR Part 12. The IDIQ contract 
structure is established in accordance with MMAR 16.504, and Delivery Orders will be issued in 
accordance with MMAR 16.505 and the ordering procedures stated in the RFP. This RFP uses the
applicable solicitation, evaluation, and award procedures for a negotiated procurement.
The Government intends to conduct this procurement using a best-value tradeoff process in 
accordance with MMAR 15.101-1, as described in Section M. The Government intends to award a 
contract resulting from this solicitation to the responsible Offeror whose proposal conforms to the 
solicitation and represents the best value to the Government, price and non-price factors considered. 
Award will be based on an integrated assessment of the evaluation factors and subfactors identified 
in Section M. The Government reserves the right not to award a contract in response to this
solicitation. Offerors must carefully review Sections L and M of this RFP.
