AI Contract Overview
The contract is for the procurement of a single metal tube assembly identified by NSN 4710-01-735-7680, with delivery required within 20 days after order placement to the USS FLORIDA SSGN 728 at FPO AA 34091. The solicitation, issued under SPE7M4-26-T-055Z, is a simplified acquisition with a response deadline of May 20, 2026, and is open to all eligible offerors without set-aside restrictions. Compliance with stringent technical and quality requirements from the DLA Master List is mandatory, and packaging must adhere to MIL-STD-2073-1E and DLA’s RP001 guidelines, including specific container codes, preservation methods, and prohibition of Class I ozone-depleting chemicals and mercury compounds except under authorized exceptions. Marking must follow MIL-STD-129, requiring bar-coding and prohibiting parcel post labeling; hazardous materials must be labeled per 29 CFR 1910.1200, with pre-award submission of labels required for non-exempt items. The contract mandates adherence to export control regulations under ITAR or EAR, restricting technical data access to contractors with JCP certification, completed DLA training, and authorized access. Cybersecurity compliance is enforced through DFARS 252.204-7012 and NIST SP 800-171, requiring a documented assessment of the contractor’s information system with a reported score submitted to SPRS. Offerors must represent their small business status and provide UEI and CAGE codes, with specific disclosures required if providing covered telecommunications equipment. Invoicing must be submitted via WAWF, and acceptance occurs at the delivery point by the government. Contract type remains undetermined at solicitation but may be proposed by offerors, and all clauses, including those on whistleblower rights, cybersecurity reporting, and subcontracting limitations, are fully applicable. Failure to meet any requirement, including packaging, export control, or cybersecurity assessments, will result in rejection.
