The National Park Service, Contracting Operations East, has issued a combined synopsis/solicitation (RFQ 140P5126Q0037) for the replacement of a security fence and gate at the Maintenance Shop and Curatorial Storage facility within the Tuskegee Institute National Historic Site in Alabama. This procurement is a firm-fixed-price acquisition conducted under simplified acquisition procedures (FAR Part 13) and is set aside exclusively for small businesses under NAICS code 238990 (All Other Specialty Trade Contractors), with a size standard of $16.5 million. Contractors must be registered in SAM.gov with an active vendor record, possess a valid UEI number, and meet all exclusion criteria, including no debarment or delinquent federal debt. The scope requires installation of the new security gate and fence with compliance to OSHA safety standards, environmental regulations, and restoration of all disturbed surfaces to original conditions. The work window is within 90 days of the notice to proceed, with performance during standard business hours. A mandatory site visit is scheduled for June 4, 2026, to allow contractors to assess the project site prior to submission. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation approach, where technical capability and past performance are evaluated on a pass/fail basis and combined in weight equally to price. Price is the determinative factor among offers that are technically and past performance acceptable. Offers must be submitted via email by June 18, 2026, with questions due by June 11, 2026. The contract incorporates numerous FAR clauses, including those related to whistleblower protections, ethics, supply chain security prohibitions, small business and socioeconomic program requirements, and reporting obligations. Inspection and acceptance will primarily occur at the delivery site, Tuskegee Institute NHS, with the contractor responsible for all quality control and ensuring adherence to safety and regulatory requirements. Payment will be processed electronically through the Treasury Invoice Processing Platform (IPP). Jade Bynum serves as the Contracting Officer, providing a central point of contact for the solicitation and contract administration. No specific packaging or marking conditions are set forth, and the procurement reflects a comprehensive adherence to federal acquisition standards tailored for small business participation in a construction-related service contract.
