This contract involves the procurement of turbine shafts, specifically compressor drive shafts for the F100 engine, identified by NSN 2840-01-289-3785NZ and part number 4070844. The shafts are made from titanium alloy, measuring approximately 11.55 inches in length, 11.5 inches in width, and 23.6 inches in height, with a weight of 17.75 pounds. The contract specifies a firm fixed-price and fixed-quantity award type, with a total quantity of 91 units to be delivered in monthly increments of five starting from August 23, 2015. The sole qualified source for this procurement is Pratt and Whitney, reflecting the critical and complex nature of the part, which requires manufacturers to have completed extensive testing as per original design standards. The solicitation, released in late 2013, is governed by unique procurement authority due to limited qualified sources, restricting competition. Foreign participation is restricted, with certain provisions advising foreign-owned firms to consult the contracting officer before submitting proposals. The contract does not apply small business set-aside or first article testing, and it incorporates mandatory federal clauses including those related to the Buy American Act and Free Trade Agreements. Delivery is designated to location SW3211, with Deborah Teubert serving as the primary point of contact for this acquisition. An ombudsman has been appointed to facilitate communication of contractor concerns confidentially during the proposal phase, but does not influence the evaluation or selection process. Unit Identification (UID) requirements apply if item prices exceed $5,000.00. The solicitation and related documents are available electronically via the designated government procurement portal.
