This procurement is a combined synopsis and solicitation for commercial items issued by the U.S. Coast Guard Surface Forces Logistics Center under solicitation number 70Z08526Q39020B00, with a deadline for quotes on June 15, 2026. It is a firm fixed price contract and is set aside exclusively for small businesses under FAR 19.5, requiring all offerors to be verified small businesses in SAM.gov with an active registration prior to award. Vendors must submit an authorized distributor letter from Caterpillar Inc’s OEM as proof of authenticity; failure to provide this documentation renders the offer non-responsive. All items must be individually packaged per MIL-STD-2073-1 E Method 10, cushioned with a double layer of 3/4 inch bubble wrap, and shipped in either an ASTM-D6251 Type III Class 1 wood-cleated panelboard box or an ASTM-D6880 Class 2 heavy duty screwed wooden box. Each package must bear a U.S. Coast Guard approved label displaying the NSN, item name, part number, purchase order number, “COAST GUARD SFLC MATERIAL CONDITION (A),” and quantity per unit of issue. Shipping must be FOB Destination to the receiving room in Building 88 at 2401 Hawkins Point Road, Baltimore, MD 21226, with delivery required no later than July 30, 2026, and all shipments must arrive Monday through Friday between 8 a.m. and 1 p.m. Shipping costs must be included in the item pricing—separate shipping line items are strictly prohibited. Quotes with conditional pricing, escalation clauses, or any price adjustments tied to future costs will be deemed nonresponsive. The Government will make award without discussions, so offerors must submit their best prices upfront. Evaluation is based on technical acceptability, including strict compliance with brand, packaging, and delivery timelines; price fairness and reasonableness; and past performance with federal agencies, if available. Payment will be made NET 30 via electronic funds transfer in accordance with FAR 52.232-25
