A firm fixed price quotation is requested for a turbo pump, rack controller, and associated components with no substitutions allowed, as detailed in Enclosure A Draft Purchase Order. The quote must be all-inclusive and submitted in the bidder’s name, including the current date, Unique Entity Identifier (UEI), Country of Origin, and lead time. BSA requires that all vendors be registered in the System for Award Management (SAM) with a valid UEI, unless foreign, in which case AMS-Form-050 must be completed. A published online price list must be provided for each item to justify pricing; if unavailable, a redacted invoice or screenshot of the same item’s public pricing is acceptable. The contract is governed by the Brookhaven Science Associates, LLC General Terms and Conditions, and any resulting purchase order will be subject to these terms. Delivery must be made FOB Destination, Frt Prepaid UPS-GROUND to Brookhaven National Laboratory, Building 98, Upton, NY 11973, with the latest delivery date set for August 28, 2026. Items must conform to ASTM D 3951 packaging standards, GHS labeling for hazardous chemicals, ESD protection protocols, and NIST-traceable calibration for measuring equipment. All products must be free of counterfeit or suspect components, comply with the Buy American Act, and meet NRTL certification requirements where applicable. The contractor must provide Safety Data Sheets in accordance with OSHA Hazard Communication standards and adhere to DOE cybersecurity requirements under NIST SP 800-171 if handling Controlled Unclassified Information. Export control compliance under EAR and ITAR is mandatory, and the use of prohibited telecommunications equipment from covered entities is strictly forbidden.
