Scope: The Stanislaus County Department of Parks and Recreation (County) plans to reopen the Turlock Lake State Recreation Area, located at 22600 Lake Road, La Grange, CA 95329. Turlock Lake provides water supply for Turlock Irrigation District. Stanislaus County Parks and Recreation has recently been contracted by the State of California to rehabilitate, restore, operate and maintain the recreation area facilities. A Park Improvements Assessment (Assessment) was prepared by RED Inc. Architects in 2023. The Assessment divided the site into four different areas: Areas A, B, C, and D, (see Exhibit C for diagrams). The County plans to begin by implementing selected improvements in Areas A and B (Phase 1), with the goal of making these portions of the recreation area operational and open to the public by Memorial Day weekend in 2027. Improvements for Areas C and D will be completed separately (Phase 2). As part of the restoration and rehabilitation of the Turlock Lake State Recreation Area, existing utilities such as; water, septic, and electricity will need to be restored throughout the park. The County is seeking an engineering firm who has past experience and the understanding of the complexities, constraints, and permitting process to re-establish a water system of this type. Where restoration will require utility exploration, investigation, design and engineering by a firm who has similar/applicable experience and knowledge about what would be required to reestablish an aging water system in an isolated area, such as the Turlock Lake State Recreation Area. The County has identified certain criteria to be used as a basis for a scope of work, which is set forth in this RFSOQ and specifically in EXHIBIT A attached hereto and made a part hereof. The Scope of Work contains the minimum list of services and deliverables the selected Proposer is expected to provide the County. In the Statement of Qualifications, proposing firms should highlight unique experience that is most closely related to the work contemplated in this project and work that makes them most qualified to perform these design services. Team members and resumes of those being offered to perform these services should be highlighted and included in the SOQ. Firms should systematically layout proposed tasks to complete the requested design work for Phase 1 and Phase 2.
