Turn Key Detention Facilities and operation at Denver, Miami, Seattle and Philadelphia Areas of Responsibility (AOR)

The Department of Homeland Security’s U.S. Immigration and Customs Enforcement Enforcement and Removal Operations seeks contractor-owned and contractor-operated detention facilities in the Denver, Miami, Seattle, and Philadelphia areas of responsibility to house individuals in ICE custody. The selected contractor must provide comprehensive detention services including housing, medical and mental health care, transportation, guard services, food service, and overall facility management, with all personnel, equipment, supplies, and services fully supported by the contractor. Facilities must be capable of accommodating both male and female detainees at low and medium custody levels, with higher preference given to those that can also handle high custody levels. The contract allows for turnkey existing facilities, existing facilities needing upgrades, or newly constructed facilities, provided they are ready to accept detainees within 30 days of contract award. The facility must be dedicated exclusively to ICE use and its detainee population with no other tenants or purposes permitted. All proposals will be evaluated based on compliance with the Performance Work Statement and the ability to meet operational requirements seamlessly from day one.
