Solicitation # 4618-20260930092701
The Hattiesburg Clinic is seeking a full one-for-one refresh of its perimeter defense through solicitation 4618-20260930092701. The project requires the replacement of four end-of-life next-generation firewall (NGFW) appliances with two high-availability (HA) pairs, featuring redundant AC power supplies. One HA pair will be deployed at the Support Services campus and the other at the Orthopaedics campus in Hattiesburg, Mississippi. The solution must support core security functions including IDS/IPS, web/URL content filtering, LAN-to-LAN IPSec VPN tunneling, and User-ID/Active Directory integration. The contract mandates a minimum three-year term for both premium 24x7 vendor support and advanced threat prevention and URL filtering subscriptions. A critical requirement is the completion of the full cutover for both HA pairs within 90 days of contract execution or equipment delivery, with failover testing conducted to validate vendor-published convergence targets. Implementation services are to be provided on a fixed-fee basis and include rule-base normalization and VPN tunnel migration. Proposals will be evaluated based on price, implementation timeline, support model, and demonstrated capability. Submission requirements include a technical narrative, itemized pricing, a detailed implementation plan, and at least one reference customer of comparable size. Additionally, bidders must provide a signed and notarized Affidavit of Non-Collusion and an MBE/WBE vendor status disclosure if applicable. The response deadline is October 22, 2026, with submissions handled via the Mississippi Agency Bid Bank.

The U.S. Food and Drug Administration intends to negotiate and award on a sole source basis to PenLink, LTD, under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. This acquisition is in support of the FDA's need for Turnkey Pen-Link Telecommunications Intelligence and Analysis Software. As the criminal investigative arm of the Food and Drug Administration (FDA), the mission of the Office of Criminal Investigations (OCI) is to conduct and coordinate investigations of suspected criminal violations of the Federal Food, Drug, and Cosmetic Act (FDCA) and other related Acts; the Federal Anti-Tampering Act (FATA); and other statutes including applicable Title 18 violations of the United States Code (USC); and to collect evidence to support successful prosecutions through the federal or state court systems as appropriate. Penlink software will provide FDA-OCI agents and analysts with critical information such as where and with whom criminals communicate. This software is currently used by several Federal agencies. The capability of interconnectivity with other Federal agencies via an established infrastructure already exists. Penlink Software would allow FDA-OCI user's access to a virtual tunnel (data connection) made to each of the cell phone service providers via other Federal agencies already established Pen-Link infrastructure. This is a vital and necessary capability giving OCI Special Agents immediate access to Dialed Number Records (DNR), PEN registers, Trap & Trace and J-STD message strings from CALEA compliant intercepts upon acquisition. FDA is procuring a turnkey hardware/software solution with respective licensing for intercepting, translating, and analyzing a wide variety of electronic communications mediums and to provide FDA-OCI agents and analysts with critical information such as where and with whom criminals communicate. Also to provide the capability of interconnectivity with other Federal agencies currently using Pen-Link systems who have already established infrastructure and data connections to cell phone service providers. Penlink Software is currently sold exclusively by PenLink, LTD and there are no resellers. There is no other source that can provide this turnkey hardware/software solution. Annual maintenance is required. The period of performance for the annual maintenance is four (4) years. There is no other source that can provide the Collection Maintenance- Standard for this requirement. The NAICS code is 541512. This notice of intent is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Ashley Fowler at the email address below by noon on Monday, July 29, 2013. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the FDA will proceed with the sole source award to PenLink, LTD, 5936 Vandervoort Dr. Lincoln, NE 68516. The anticipated award date of this purchase order is on around August 12, 2013. No collect calls will be accepted. If you have any questions regarding this announcement, please contact via email ashley.fowler@fda.hhs.gov
