Food and Nutrition Design Consultant
Solicitation # 26-08-1194
The Dickinson Independent School District is soliciting proposals for professional foodservice design consulting services to renovate the cafeteria serving area, warewashing area, and food holding areas at McAdams Junior High School. The goal is to enhance workflow efficiency, customer service, accessibility, and compliance with all applicable health, safety, and regulatory standards, including USDA, TDA, TFER, TAS/ADA, and local building codes, while ensuring uninterrupted meal service operations throughout the project. The consultant will conduct a comprehensive site evaluation, analyze operational workflows and staffing, assess utility and structural conditions, and deliver procurement-ready design drawings, conceptual layout options, equipment recommendations, an existing conditions report, and a probable cost estimate—all in both searchable PDF and editable electronic formats such as AutoCAD or Revit. The scope is strictly limited to planning and design; the selected consultant and any affiliated entities are expressly prohibited from bidding on the subsequent construction or equipment procurement to prevent conflicts of interest. Proposals must be submitted as sealed envelopes by 10:00 AM on August 25, 2026, to the Dickinson ISD Educational Support Center, and electronic or faxed submissions are not accepted. Each proposal must include a firm fixed price for the full scope of services, with pricing not tied to renovation or equipment costs, and must feature line-item pricing reflecting net totals after all discounts. Two mandatory attachments are required: a total pricing quote and an estimated completion date. Award will be based on a 100-point best value methodology, with price weighted at 30%, and qualifications, timeline adherence, reputation, service quality, alignment with district needs, and socioeconomic impact comprising the remaining 70%. The contract, effective upon school board approval on September 8, 2026, requires delivery to Dickinson ISD’s Food and Nutrition Services at 4003 Video Street, with payment terms NET30 via check upon issuance of a district purchase order. Contractors must certify compliance with state and federal requirements including non-collusive bidding, antitrust laws, debarment status, Texas felony conviction disclosure, and prohibitions against foreign ownership linked to China, Iran, North Korea, or Russia. Additionally, the district retains the right to conduct criminal background checks on all personnel and remove any individual deemed unsuitable, and vendors must adhere to Texas laws forbidding boycotts of energy companies or discrimination against firearm entities.
