The Transportation Security Administration (TSA) intends to contract using other than full and open competition to provide continuous, uninterrupted service for the OIA Transportation Vetting System (TVS) at Colorado Springs, CO and Annapolis Junction, MD. Accordingly, the TSA intends to award a six month contract / order extension to International Business Machines Corporation (IBM), 6710 A Rockledge Drive, Suite 300, Bethesda, MD. Task Order HSTS02-14-J-OIA030 supports the Transportation Vetting System (TVS). The TVS system retains subject and watch list records, processes biographic records, and produces alerts that allows TSA to continuously identify individuals who are known or suspected terrorists on Government watch lists. This extension of Order HSTS02-14-J-OIA030 will allow the Government to provide continuous, uninterrupted service for the OIA Transportation Vetting System (TVS) at Colorado Springs, CO and Annapolis Junction, MD while finalizing documentation for a competitive award under an OASIS II IDIQ solicitation that was released March 14, 2014. This order will provide a base period of performance of four (4) months plus two (2) one-month option periods beginning June 4, 2014 through December 3, 2014. This extension will thereby accommodate ongoing and continuous work/projects/change requests supporting uninterrupted service of the OIA Transportation Vetting System until the competitive OASIS II award is made. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All responses received within fifteen (15) calendar days of publication of this synopsis will be considered by the Government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly.
