TWRA General Uniforms

This contract is for the procurement of uniform items for the Tennessee Wildlife Resources Agency, including shirts, nameplates, and badges, with all required embroidery, attachment, and customization of emblems, names, and positions. The solicitation is a single-award, firm-fixed-price procurement with a base contract term of three years, renewable at the State’s discretion for up to two additional one-year periods and a possible 180-day extension, for a maximum total duration of five years. All deliveries must be made F.O.B. Destination to designated TWRA regional offices, and the contractor is responsible for ensuring that all items meet strict specifications, including sunken lettering, gold or silver plating, and the use of dual grip clutches for fasteners. Evaluation will be based strictly on the Lowest Price Technically Acceptable method, where technical compliance is a pass/fail threshold and award goes to the offeror with the lowest bid meeting all requirements. The contractor must comply with state laws related to the Americans with Disabilities Act, the Iran Divestment Act, prohibition of boycotts of Israel, and the Patient Protection and Affordable Care Act, and must maintain general liability insurance of at least one million dollars. All goods provided become the property of the State upon delivery, and the State reserves the right to take over any portion of the contract with 30 days' notice, without liability for damages. The contractor is prohibited from implying State endorsement and must ensure that personnel are not bound by restrictive covenants that would prevent future service to the State. Invoices must be submitted on company letterhead within 30 days of delivery and include the contract number and state account number, but electronic invoicing systems are not required. The contractor must be registered in the Tennessee Supplier Portal, maintain accurate profile information, and ensure their password is updated every 90 days. Failure to meet any mandatory representation, including sales tax registration or absence from debarment lists, will result in disqualification. All records must be retained for five years after final payment and are subject to state audit.
