TxDOT Aviation Division- Notice to Bidders

The Texas Department of Transportation, through its Aviation Division, is soliciting sealed bids for the South Parallel Taxiway relocation project at Cherokee County Airport under Solicitation Number NTB2510JACKS00055, with a bid deadline of July 9, 2026, at 1:00 PM. The estimated contract value ranges from $2,241,459.00 for the base bid to $3,125,974.00 if Additive Alternate 1 is exercised, reflecting the total potential scope of work. All bids must be submitted in sealed packages clearly marked as “Bid Proposal” and delivered to Sheri Quinlan at the designated TxDOT Aviation office in Austin, Texas. Responsive bids require the submission of a complete package including the Bid Form, a Bid Bond equal to two percent of the total bid amount with Power of Attorney and claim notice pages, Required Language for AIP Contracts, Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion, Buy American Certification, Certification of Non-Segregated Facilities, and a DBE Participation Plan to be submitted no later than five calendar days after bid opening. Although the DBE goal is set at zero, the contract remains subject to 49 CFR Part 26 and compliance with Title VI of the Civil Rights Act of 1964 and Executive Order 11246, ensuring equal opportunity and non-discrimination. Minimum wage rates are predetermined by law and specified within the project documents, and all contractors must adhere to the Aviation Safety and Capacity Expansion Act of 1990. The successful bidder will be required to post both a Performance Bond and a Payment Bond, each in the full amount of the contract value, executed by a surety authorized in Texas. Contract administration requires use of the eGrants electronic grant management system for submission of contract documents, pay requests, change orders, certified payroll, and insurance certificates.
