TxDOT Aviation Division- Notice to Consultants

The Texas Department of Transportation is soliciting professional consulting services for general aviation airport planning in Calhoun County, Texas, under solicitation number RFQ26ALPTLAV00012, with responses due by July 8, 2026, at 2:00 PM CST via the TxDOT Aviation eGrants system. The contract requires a qualified firm to deliver comprehensive airport planning services, including conducting target market and SWOT analyses, establishing airport vision and mission statements, developing public outreach programs with digital components, updating aviation demand forecasts, determining critical design aircraft, evaluating airside and landside facility alternatives, performing runway safety area assessments, and recommending a concept plan, capital improvement plan, and updated Airport Layout Plan. The evaluation is based on four equally weighted factors—capability and qualifications, recent comparable experience, performance and reliability, and technical approach and schedule—each worth 25 points, assessed by a consultant selection committee of local government representatives. Respondents must submit a Qualifications Statement no longer than nine single-sided pages in PDF format, with no QR codes or external links, and include detailed information on key personnel, their roles, time commitments, and employment status, along with a project schedule expressed exclusively in weeks. The response must also include a certification that the firm and its affiliates are not listed under federal restrictions related to Section 889 of the 2019 NDAA, Section 1260H of the 2021 NDAA, or foreign adversaries listed by the U.S. Department of Commerce. Although the DBE participation goal is set at 0%, the contract remains subject to 49 CFR Part 26 and Title VI of the Civil Rights Act of 1964 to ensure non-discrimination. Fees will be negotiated after selection with the top-rated firm, and the final contract deadlines will be based on the proposed schedule submitted by the selected consultant.
