Tyandaga Maintenance Building Above Ground Fuel Tanks

The City of Burlington has issued solicitation ES-26-37 for the installation of a new fueling system at the Tyandaga Maintenance Building. The project involves the construction of a salt-resistant, wire-mesh reinforced concrete pad to support two 4,500 litre double-wall, vacuum-monitored ULC S601 steel utility tanks for gasoline and dyed diesel. The scope includes installing two Wayne Select EC series S1 compact dispensers, product pumps, spill boxes, an INCON EVO 400 inventory monitoring system, and a 14-foot T-Pole light with an emergency stop button and fire extinguisher. The new dispensers must be integrated into the existing ASI Attendant Fuel Management System. Construction is scheduled to begin on March 15, 2027, with substantial performance expected by May 28, 2027. This is a CCDC 2008 Stipulated Price Contract where the award will be granted to the lowest compliant bidder. Bidders must be TSSA PM2 and PM3 certified and ensure that at least 51 percent of the total bid value consists of Ontario or Canadian-made goods and services to avoid disqualification. Mandatory submission requirements include an electronic bid via the designated portal, a 5 percent digital bid bond, and a Domestic Supply Chain Plan. Upon award, the contractor must provide performance and labour and material payment bonds for 50 percent of the contract price. All work must adhere to the 2017 Liquid Fuels Handling Code, the Ontario Electrical Code, and the City of Burlington's safe work practices. Final deliverables include a comprehensive project binder containing as-built drawings, warranties, and maintenance specifications.
