Parking By-Law Enforcement Officers

The City of Burlington is soliciting proposals for experienced contractors to provide Parking By-Law Enforcement Officers. The selected vendor will be responsible for all labor, materials, office supplies, and vehicular transportation necessary to execute regularly scheduled day, night, downtown, and beach enforcement shifts, as well as special event coverage. All personnel must be appointed as Municipal By-law Enforcement Officers under Section 15 of the Police Services Act and must adhere to the Highway Traffic Act of Ontario, the Parking and Idling By-law, and the Administrative Penalties By-law. Key deliverables include issuing electronic penalty notices, submitting daily duty reports, and reporting parking machine or signage deficiencies. The contract features an initial five-year term with a potential five-year extension. An award is anticipated by the end of October 2026, with in-field services commencing on February 1, 2027. Bidders are evaluated based on methodology and approach (35%), total price (30%), supervisor qualifications (25%), and bidder experience (10%). Performance is measured by specific KPIs, including a ticket cancellation rate below 1% and a missed shift rate below 5%. The contractor must maintain a minimum of 5 million dollars in automobile liability insurance and operate from their own base of operations.
