RM1032-27 Furnish Security Services for Commercial Harbors, Maui

The State of Hawaii Department of Transportation, Harbors Division, is soliciting proposals for an open-end, as-needed contract to provide unarmed security services for commercial harbor facilities at Kahului Harbor on the island of Maui. The scope of work includes providing Traffic Control Officers, Harbor Security Officers, and two Contract Security Supervisors, one full-time and one part-time, who must be full-time residents of Maui. The contract has an initial term with an option to extend for four additional twelve-month periods, not to exceed a total of sixty months. Award will be granted to the lowest responsible bidder, with a five percent preference applicable to qualifying Hawaii bidders. Bidders must submit a complete proposal via HIEPRO, including a completed proposal schedule, a qualification questionnaire, a training manual, and resumes for nominated security management. Essential requirements for personnel include valid Transportation Worker Identification Credential (TWIC) cards, registration with the Board of Private Detectives and Guards, and valid Hawaii driver's licenses. The contractor is also required to provide a non-disclosure statement regarding sensitive security information and must comply with Hawaii wage laws and employment security regulations. Payment is made monthly, less a five percent retainage, upon submission of original invoices and certified payroll. Final payment is contingent upon the Director's acceptance and the provision of a Certificate of Vendor Compliance from the Hawaii Compliance Express.
