The Department of Veterans Affairs, through its Network Contracting Activity 17, plans to award a sole source, firm fixed price contract to Anderson and Anderson, located in Los Angeles, CA, for Anger Management Facilitator Training at the South Texas Veterans Health Care System in San Antonio, TX. This contract falls under NAICS code 611710 and is justified under the statutory authority that allows for non-competitive procurement when only one responsible source can fulfill the agency’s requirements. Anderson and Anderson is uniquely qualified to provide the specific training needed for certification at the San Antonio VA Medical Center, and no other vendors are anticipated to meet the requirements. The training services are scheduled for June 19-21, 2013. This notice of intent is not a solicitation but rather an announcement of the government’s intent to contract directly with Anderson and Anderson. Although no formal solicitation package is issued, other qualified vendors may submit a written notice via email to the Contracting Specialist by June 14, 2013, to express their capability to fulfill the requirement. The government will consider any such responses solely to evaluate whether competition would be advantageous, with the final decision on whether to compete resting exclusively with the Contracting Officer. Responses must provide clear and convincing evidence justifying competitive procurement.
