The contract involves providing comprehensive academic and simulator training support for the Navy’s Command Aircraft Crew Training (CACT) Program, specifically for the UC-12B/F/M aircraft, a Navy-configured Raytheon/Beechcraft King Air BE-200. The contractor is responsible for delivering all necessary resources, including labor, equipment, training facilities, instructional materials, and supervision for classroom, trainer, and simulator-based courses. The training covers several key courses such as UC-12 Pilot Initial and Recurrent Training, Pilot Initial Plus Training supporting simulator development and Fleet Replacement Squadron curricula, as well as Aircrew Member/NFO Initial Training. The training program includes classroom instruction, cockpit familiarization trainers for all UC-12 variants, a Part Task Trainer or a higher level device, and an FAA Level C or higher equivalent flight simulator configured to the Navy’s UC-12B cockpit. The flight simulator must provide realistic flight characteristics, a wide field of view with detailed visuals, and support a range of maneuvers and emergency procedures, while an actual UC-12 aircraft will be used specifically for pre-flight inspection training. The contract will be awarded through full and open competition under FAR regulations, with an anticipated firm fixed-price requirements contract spanning a three-year base period plus two option years, totaling five years of performance from June 2006 through May 2011. Training syllabi require government approval and courses must comply with UC-12 NATOPS and Model Manager Approved Training Syllabi, with all pilot instructors possessing relevant military C-12 instructor experience. The training will be conducted at an established flight-training center with proven experience in C-12 military pilot instruction. The solicitation emphasizes that no pre-arrival training will be required of trainees, and existing commercial-off-the-shelf courses may be adapted to meet the Navy’s specific program requirements. The incumbent contractor is Flight Safety International, Inc., with the applicable NAICS code for this acquisition being 611512 and a size standard of $21.5 million. Information and solicitation details will be available electronically, with communication directed to designated contract specialists at NAVAIR Orlando Training Systems Division.
