The Mission and Installation Contracting Command at Fort Bliss intends to award a sole-source contract to the New Mexico Institute of Mining and Technology (NM Tech) for providing specialized training services to the U.S. military. This contract involves labor, supervision, and necessary materials to conduct counterinsurgency and counter improvised explosive device (IED) training in a hyper-realistic environment tailored to prepare the 1st Brigade Combat Team, 1st Armored Division (1/1AD) for its Operation Enduring Freedom rotation. The training requires facilities that replicate Afghan operational settings, including mock villages, market places, mountain villages, nomadic sites, and supportive infrastructure such as After Action Review (AAR) facilities, command and control centers, classrooms, and exercise control buildings. Given Fort Bliss lacks these capabilities, NM Tech’s Playas Training and Research Center (PTRC) is uniquely equipped to meet these demands within the specified timeframe of March 26 to April 21, 2012. Key capabilities provided by NM Tech include the use of Army Prophet signal intercept equipment, direct access to Joint Forces Command experts, and the ability to operate multiple realistic training areas that simulate the OEF theater of operations. Additional services cover reception and staging of role players, secure communication systems, storage for training materials, data collection for after-action reviews, and recovery of training grounds post-exercise. All personnel involved must hold or be eligible for a Secret-level DoD security clearance. Although this is a sole-source acquisition due to the specialized nature and tight schedule, other organizations with equivalent capabilities were invited to submit statements of qualification by March 19, 2012, for consideration. The government retains sole discretion on whether to proceed without competition based on the responses received.
