The Fleet and Industrial Supply Center Norfolk, Philadelphia Division, seeks to procure educational support services for the United States Naval Academy’s LEAD program, which aims to provide a graduate-level Master’s degree to highly qualified Junior Officers preparing to serve as Company Officers. The program is designed to develop critical thinking, analytical skills, leadership knowledge, and team development capabilities necessary for these officers, who mentor and lead midshipmen while applying their advanced education in a practical setting. Key educational objectives include fostering critical and analytical thinking, understanding leadership theories, promoting moral development, and preparing students to teach leadership effectively. The program requires completion of the Master's degree within one year at a top-tier, nationally ranked university located within a 26-30 mile commute from the Naval Academy, to accommodate the officers' duty assignment at Annapolis. The University of Maryland College Park has been identified as the only institution capable of meeting these criteria, as it offers a Master’s Degree in Professional Leadership and fits the geographical and accreditation requirements. The contract will be awarded on a sole-source basis under the Clinger-Cohen Act, with a fixed-price purchase order spanning a twelve-month base period and two twelve-month option periods. While this notice invites interested parties to express interest, the procurement will likely proceed non-competitively. The LEAD program is structured to accommodate cohorts of approximately 15-25 Junior Officers, ensuring in-person education rather than distance learning, with full access to academic resources to support comprehensive leadership development aligned with the Navy and Marine Corps needs.
