The Centers for Disease Control and Prevention (CDC) plans to award a sole source purchase order to the National Environmental Health Association (NEHA) for the development and delivery of training seminars and workshops aimed at promoting the credentialing of federal and state environmental health care practitioners. NEHA is tasked with creating and conducting three workshops at their national educational conference in June 2007, including developing and disseminating workshop information, handling participant registration, providing instructors and necessary logistical support, and preparing workshop materials subject to CDC approval. The contract also requires NEHA to conduct post-workshop evaluations, produce and distribute workshop recordings, and maintain free online access to these training materials for at least twelve months, while tracking user participation and conducting further evaluations on the usage of information gained from the workshops. This sole source procurement is justified by NEHA’s exclusive rights to its credentialing and educational programs tailored to environmental health professionals at various academic levels. All materials are considered NEHA intellectual property, restricting unauthorized reproduction or dissemination outside this service agreement. The CDC reserves the right to review all stages of the workshops and online content development and is committed to monitoring the impact of training through ongoing participant assessments and reporting. Although this contract does not seek competitive proposals, other firms may notify the contracting officer within a specified timeframe if they believe they can provide similar services, with the final decision on competition discretion resting solely with the government.
