NAVSUP Fleet Logistic Center Norfolk Philadelphia Office intends to solicit on an Other Than Full and Open Competition basis for the acquisition of services for the evaluation of Military Educational Experiences in the Armed Services in support of The Defense Activity for Non Traditional Educational Support (DANTES) located in Pensacola, FL. These services involve the analysis of military experience(s) towards potential application to post secondary or vocational credentialing. Services are currently being provided by the American Council on Education located in Washington, DC, under contract N00189-08-C-Z002. The services will be accomplished through a contract consisting of a base year and two one-year option periods beginning 01 October 2012. The contract type has not been determined as of yet. The contract action is for non-commercial services for which the Government intends to solicit and negotiate with only one source, under the statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1). Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1 and utilizing FAR 15 Contract By Negotiation procedures.
