On March 22, 2002, the Bureau of Reclamation announced its intent to conduct a streamlined cost comparison by September 30, 2002, for all operations at the Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington, in accordance with OMB Circular A-76. The cost comparison was completed on December 17, 2002, leading to a tentative decision by the Contracting Officer on December 27, 2002, to maintain the operation and functions of the Center in-house, performed by government personnel. This tentative decision was subject to a twenty-day Public Review Period (PRP), ending on January 13, 2003, during which the public could submit written challenges related to costing or procedural compliance with OMB Circular A-76. No challenges were received during the review period, resulting in the affirmation of the Contracting Officer’s tentative decision. Consequently, the final decision confirms that all functions and operations at the Fort Simcoe Job Corps Civilian Conservation Center will continue to be performed by government personnel, with no privatization. This final decision reflects adherence to the streamlined cost comparison process and establishes that the Center’s services will remain in-house under the Department of the Interior’s jurisdiction.

To be eligible for consideration, challenges to a tentative decision must (1) be in writing (no special forms required); (2) be submitted on time to the Contracting Officer by the end of the PRP; and (3) involve costing issues or issues of noncompliance with OMB Circular A-76 procedures that govern the Streamlined Cost Comparison process.
