The Bureau of Reclamation conducted a procurement process under OMB Circular A-76 to evaluate whether the mission and operations of the Centennial Job Corps Civilian Conservation Center in Nampa, Idaho, should be performed by government personnel or contracted out to public and private entities. The process involved issuing a Request for Proposals in September 2003, with submissions closing in December 2003. After careful consideration, the Contracting Officer made a tentative decision on January 7, 2004, to retain the mission and operations within the government, opting for in-house performance. This decision was then subjected to a 15 working day Public Review Period during which interested parties had the chance to challenge the cost comparison study if they identified any costing discrepancies or noncompliance with OMB Circular A-76 guidelines. No challenges were submitted during the review period, which ended on January 29, 2004, leading to the Contracting Officer’s tentative decision being affirmed as final. This final decision confirms that the Centennial Job Corps Civilian Conservation Center will continue its operations under government management rather than outsourcing. The decision aligns with the compliance requirements of OMB Circular A-76 and involves no changes to the center’s staffing or mission execution, ensuring continuity of government personnel in managing this important federal program.
