The Bureau of Reclamation completed a Streamlined Competition for operations at the Collbran Job Corps Civilian Conservation Center in Colorado, initiated in September 2005 under OMB Circular A-76 guidelines for commercial activities. After comparing the costs of agency performance against the private sector, it was determined that continuing government employee performance through the Most Efficient Organization offers the most cost-effective solution. Consequently, the services will remain under government provision, and based on the rules of the Circular, the decision is final and not subject to contest. The formal notice of this performance decision was issued under solicitation number DOI-SNOTE-051222-003 and posted at the end of 2005. The Department of the Interior’s Denver Federal Center oversees this office-level contract matter. Contact persons are Diana Terrell, Contracting Officer, and Steve Schmidt, Contract Specialist, both reachable via phone and email in Denver, Colorado. This decision reflects a cost-effective measure ensuring continued agency operation rather than outsourcing.
