The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a Blanket Purchase Agreement (BPA) modification to MR Popovich and Company, San Diego, CA, under BPA N61339-03-A-0005, on a sole source basis due to only one known responsible source who can meet the short term requirement until the full scope of the requirement can be solicited competitively. The RFP for the full requirement is expected to be issued on or about 07 January 2008. This modification will extend the period of performance for the existing services from 30 January 2008 until 30 April 2008 with an additional two (2) month option. Although more than one source may be able to fulfill the requirement, this would result in an unacceptable delay in fulfilling the Government?s requirement. This BPA modification will provide for instructional support of the Battle Force Training (BFT) Courses consisting of, Over the Horizon Targeting (OTHT-T), Command /Control /Communications/ Computers/ and Intelligence (C4I) System Engineering (C4I SYS ENG) and Common Operational Picture Advanced (COP ADV), and Tactical Tomahawk Weapons System Engineering (TTWS-E). These courses are taught on an instructor-only basis, with the contractor providing all instructional services, student guides and related travel in support of these courses at government facilities. The OTHT-T course provides tactical watch personnel onboard Global Command and Control System-Maritime (GCCS-M) and Tomahawk Weapons System (TWS) ships with an in-depth overview of the Over-the-Horizon Targeting (OTH-T) Command, Control, Communications, Computers and Intelligence (C4I) architecture. This includes how sensors, nodes and communications are used to build a tactical picture and how mission data is delivered to Tomahawk platforms. This course is part of a pipeline for Over the Horizon Targeting Supervisor (NEC 1332). The C4I SYS ENG course provides system operator/administrator/maintainer personnel onboard Global Command and Control System-Maritime (GCCS-M) and Tomahawk Weapons System (TWS) ships with a basic understanding of applicable system hardware and connectivity, applicable system software, primary system support organizations, system documentation and data communications leading to the ability to conduct system level troubleshooting. This course is part of a pipeline for Over the Horizon Targeting Supervisor (NEC 1332). The COP Advanced course provides E6 to O4 personnel the knowledge required to perform the duties of Common Tactical Picture Manager or as assistant Common Tactical Picture Manager in any Area of Operations (AOR). The TTWS-E course provides system level training in Tactical Tomahawk computers and communications paths. It teaches ship/sub/shore personnel to successfully send and receive Tomahawk Command and Control (TC2) data via applicable communication paths (both legacy and IT21) and how to configure the Global Command and Control System-Maritime (GCCS-M) and Tactical Tomahawk Weapons Control System (TTWCS) to exchange track data using the COP Synch Tools (CST) application. This course is part of a pipeline for Over the Horizon Targeting Supervisor (NEC 1332). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The response should include, but not be limited to the following: a) a one page company history description to include: business size classification, major services provided (include the number of years), primary customer base, and points of contacts (with telephone numbers) that are able to discuss the material submitted. b) A description of the companys past experience at providing the services as outlined in the above course description. c) Any other technical information the company deems necessary to aid the Government in making an informed assessment. Only written responses transmitted electronically, or by mail will be accepted. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
