To that end, USAFSIA requires contractor services to support USAFSIA established courses performed by mobile training teams operating in the Richmond, VA area. Teams operate in this area to take advantage of pre-positioned equipment being stored in Richmond. These assets are stored forward to prevent the need to transport it for each iteration. 1.1. USAFSIA Courses Supported. 1.1.1. Protective Services Operations (PSO) Course. This course provides knowledge to AFOSI Special Agents on how to plan, manage and conduct PSOs (dignitary protection) in medium to high threat environments, to include contingency and deployed operations. 1.1.2. Senior Officer's Security Seminar (SOSS). This seminar provides knowledge to Air Force senior level officers and senior executive service civilians on criminal and antiterrorism protective measures for security awareness. It also provides them with antiterrorism/defensive driving, firearms familiarization and surveillance detection skills to enhance their security when assigned to medium and high threat locations. 1.1.3. Threat Response Driving Seminar (TRDS). This seminar provides knowledge to Air Force transportation, protocol and security escort drivers for Air Force Senior Officers on criminal and antiterrorism protective measures. Skill sets include; planning security, vehicle security, route and site analysis, surveillance detection, attack recognition and evasive countermeasures. Students are also taught antiterrorism/defensive driving skills. 1.1.4. Antiterrorism Driving Instructor's Course (ATDIC). This course qualifies AFOSI Special Agents to [perform duties as antiterrorism/defensive driving instructors. 1.2. Specific Support Requested. 1.2.1. Case studies should depict or show relevance to AFOSI?s threat and vulnerability assessments for protective measures methodology of; planning security, conducting route and site surveys (analysis), surveillance detection, attack recognition, and evasive actions to identify, mitigate or neutralize, and/or escape from hostile threats/attacks. Case studies should relate to the specific course topic/subject matter being taught (i.e. dignitary protection or military convoy operations for deployment training). Case studies older than 2 years may be used to show development and progression of terrorist/criminal tactics. 1.2.3. Driving Qualifications. Driver qualifications should focus on Antiterrorism/Criminal Threat Defensive Driving, but as a minimum include progressive skills analysis for vehicle dynamics, accident avoidance and attack evasive maneuvers. This skill set shall include classroom and practical driving exercises and scenarios involving vehicle dynamics and basic driving skills, accident avoidance, multiple vehicle close interval driving, high speed operations, off-road driving (water crossings, grade climbing/descent, obstacle crossings/avoidance, varying terrains) and recovery techniques for high center of gravity vehicles, attack evasive maneuvers, simulated attack scenarios, and other qualifications that comports with the duties and responsibilities of the particular class. Driving will be accomplished in sedans and high center of gravity vehicles. Vehicles will include an option of antilock and non-antilock braking configurations. The facility must have an area allowing emergency backing, ramming, Pursuit Intervention Technique, and Driver Down drills (drills where the driver is incapacitated and the passengers must control vehicle operations). The driving facility must be capable of handling ground-burst simulators (a.k.a. "flash bangs") and/or shotguns/shotgun blanks, during driving scenarios. Disposable vehicles will be used for the various driving techniques.
