Full Description

DescriptionThis is a notice of intent to negotiate a firm fixed price two month bridge contract with Radio Reconnaissance Technologies, Inc, 59 Jack Ellington Rd, Fredericksburg, VA for personnel support of the Signal Intelligence/ Electronic Warfare Program, United States Army Special Operations Command, Fort Bragg, North Carolina. The Government intends to solicit and negotiate with Radio Reconnaissance Technologies under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The US Army Special Operations Command (USASOC) currently has a contract for support under contract H92239-06-P-0088. The contract is due to expire on 30 November 2007. However, due to delays in the acquisition process, a two month bridge contract will be awarded to allow time to conduct a competitive acquisition and a new contract can be awarded. The anticipated release date for the competitive solicitation is 15 December 2007. The period of performance for the bridge contract is 01 December 2007 through 31 January 2008 and the primary place of performance is Fort Bragg, North Carolina. The requirement is for one contract SIGINT/EW systems trainer. The contractor shall develop a program of instruction (POI) for training Special Operations Teams ? Alpha (SOT-A) members the tactics, techniques and procedures for collecting and exploiting sophisticated signals using specified non-TO&E equipment issued to the SIGINT/EW collection teams assigned to the Special Forces Groups. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed effort on a full and open competition basis is solely the discretion of the Government. Information received will be considered solely for consideration under the upcoming competitive procurement. Responses are due no later than 15 Nov 2007 at 12:00 PM EST.
