The Department of Veterans Affairs VISN 11 Network Contracting Activity plans to award a sole source contract to ThedaCare Center for Healthcare Value to deliver educational services and materials aimed at enhancing leaders' capabilities in daily performance management related to continuous process improvement (CPI) at the frontline level. This initiative, scheduled for fiscal year 2012, builds on prior training sessions and site visits conducted in 2011 and 2012, reflecting VISN 11 leadership’s commitment to embedding lean concepts and systems redesign into their operational framework. The program targets the development of leader competencies across nine pilot projects within the network's medical centers, supporting ongoing network transformation and sustainability of improvements. ThedaCare Center for Healthcare Value is uniquely qualified to provide this training, as it possesses an organizational improvement model closely aligned with VISN 11’s needs and offers customized on-site courses at six of the seven VISN 11 VA Medical Centers. The contract will be awarded under the sole source authority of FAR 6.302-1, with no competing offers solicited, unless compelling evidence is submitted by June 6, 2012, to suggest that competition would benefit the government.
