The acronym GUIde stands for Government Agencies, Universities, and Industry working together on a common goal. Through cooperation, the organizations within the Consortium develop an enhanced view of how to achieve their objective. Consequently, the Consortium serves as guides for one another in solving challenges in controlling the vibration of bladed disks. NASA/GRC intends to purchase the membership from Duke University, a nonprofit corporation in Durham North Carolina, per FAR 13.106-1(b)(i) only source that set up to provide the sponsorship of the specialized computer codes, software and benchmark experimental data. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 5, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
